The Blueprint
research project has resulted in guides for managing lead and silica
programs at construction sites. The Blueprint Guides are designed for
use by construction managers, engineers, and union representatives who
are involved with work site health and safety. Individual Guides have
been developed for:
- Exposure Assessment
- Engineering & Work Practice Controls
- Blood Lead Monitoring
- Respiratory Protection
- Supervisor Safety Meetings
- Worker Toolbox Talks
The Guides provide a step-by-step approach to planning, implementing,
and evaluating control programs in a construction environment. They have
been developed with the following principles in mind:
- Reliance on occupational health best practices
- Incorporation of health hazard control into the project
from the beginning to end
- Compatibility with current OSHA standards and owner specifications
- Integration of training and experience of labor into managing
controls
Individual guides can be used alone or in combination with other guides,
forms, checklists, and information sheets, and are found at the back
of each guide. These can be copied or adapted to a worksite's particular
conditions and needs. The guides are also available as a hard copy in
a three-ring binder. If you would like a hard copy, you can request one

There is a $6 charge for shipping.
Partnership with construction contractors and building trades unions
has been an essential component of the Blueprint project. The guides
were developed by collecting information on current health hazard control
programs through interviews with construction sites personnel, worker
questionnaires, and worksite observations as well as air monitoring to
assess worker exposure to lead and silica during the performance of many
tasks. Contractors, union representatives, and workers assisted in the
development and evaluation of the guides by providing access to construction
sites, participating in research activities, sharing knowledge about
construction operations and practices, and field testing the guides
The Blueprint is a joint project of Mount Sinai Center for Occupational
and Environmental Medicine, Construction Hygiene and Ergonomics Program, and
Hunter College, Urban Public Health Program. The project, which began in October
1999 and runs through June 2004, is supported by a grant from the National
Institute of Occupational Safety and Health through the Center to Protect Workers
Rights.
